SALARY: Not-Ordinarily Resident: FP-07, step 5, US $37, 351
(starting salary, final grade and salary
will be determined by Washington)
Ordinarily
Resident: FSN-7, RMB 97, 783 (Starting salary includes bonus and
allowance)
The U.S. Consulate Shenyang is seeking an individual to
fill the Budget Analyst/Voucher Examiner position in Management Office.
BASIC FUNCTION OF POSITION
Coordinates ICASS reporting and prepares budget
reports. Facilitates consulate travel preparing travel advances and
preparing and reviewing vouchers. Prepares draft budget requests
(Program and ICASS). Assists in the preparation and processing of
Payment Order.

QUALIFICATIONS REQUIRED
Applicants must address each qualification requirement
detailed below with specific and comprehensive information supporting
each requirement. Applicants who fail to provide detailed information
supporting each requirement will not be considered for this position.
Education:
BA
degree in business or accounting is required.
Experience:
Two
years prior office experience is required.
Languages:
Level 3
English ability (good working knowledge) is required. Level 3 Chinese
is required.
Knowledge:
· Budget and
principles of accounting is required;
· Must have
some knowledge of internal procedures and regulations.
Skills and Abilities:
· Must be able
to use word processing and spreadsheet/database software.
· Must have
ability to comprehend and apply applicable regulations to the voucher
examination process.

SELECTION CRITERIA:
When equally qualified, Appointment Eligible Family
Members (AEFMs) and U.S. Veterans will be given preference. Therefore,
it is essential that the candidate address the required qualifications
above in the application.
ADDITIONAL SELECTION CRITERIA:
• Management will consider nepotism/conflict of
interest, budget, and residency status in determining successful
candidacy.
• Current LES employees are ineligible to apply for
advertised positions within the first 90 calendar days of their
appointment.
• Currently employed AEFMs who hold a PIT/FMA
appointment are ineligible to apply for advertised positions within the
first 90 calendar days of that appointment.
• Currently employed NORs
hired under a Personal Services Agreement (PSA) are ineligible to apply
for advertised positions within the first 90 calendar days of their
employment unless currently hired into a position with a When Actually
Employed (WAE) work schedule.
